FIFA says it has not yet decided what will happen with Nigeria Football Federation following the mass resignations earlier this month.
FIFA and the African football confederation said in a letter to the NFF's deputy general secretary on Monday that they are still reviewing what happened before making their next move.
They need to look at the legal, governance and electoral issues that came up from the resignations.
NFF president Ibrahim Gusau, general secretary Mohammed Sanusi and other executive committee members quit on August 27 after the country's national teams failed to qualify for the World Cup.
The resignations happened just days before elections were scheduled for September 27.
A Nigerian delegation led by the National Sports Commission chairman met with FIFA president Gianni Infantino in Switzerland on September 1 to discuss the situation.
FIFA said they have received various messages from stakeholders in Nigeria but need more time to understand everything that happened.
They stressed they have not reached any conclusions yet about what should happen next.
For now, the September 27 elections have been suspended to allow FIFA and the African confederation to complete their review.
The NFF's deputy general secretary has been named as the main contact point between Nigeria and FIFA until further notice.
FIFA and the African confederation plan to send representatives to Abuja to meet with the NFF, congress members, the electoral bodies and the National Sports Commission.
Once they finish their assessment, they will decide what recommendations to make or what actions to take.
