A mother and her 14 year old daughter lost their lives when a three storey building under construction fell down at Anata Anaba in Ogbaru Local Government Area of Anambra State.
It happened at about 9 45 pm on Wednesday.
The two were inside their flat in a bungalow next door when the building came down on them.
Neighbours say the walls began to crack with a loud noise before the whole structure collapsed.
Some people trapped in the rubble were pulled out by rescue workers and taken to hospital.
Residents say they had warned about the project for a while.
The land is waterlogged, and they say the first engineer advised the builder to stop at two floors.
They claim the advice was ignored and a second engineer was brought in to go up to three.
The landlady of the bungalow and her youngest child also died in the collapse.
The woman's son, Chimobi, says he was outside when it happened, but his mother and sister were in the bedroom and had no time to run.
Anambra's Commissioner for Physical Planning, Chijioke Ojukwu, visited the scene and blamed poor materials and careless building.
He said the government had already ordered the building to stop and had marked it for demolition.
The land will now be taken by the state.
Officials are also checking other unapproved buildings in the area.
