Shocking! 'Shovel' Used to Serve Food at IDP Camp in Maiduguri (Photos)

A shovel which should be one of the implements on a building construction site has been employed to serve the Internally Displaced Persons in the North-Eastern part of Nigeria with food.

 
In what is rather shocking, children at one of the Internally Displaced Persons (IDP) camps in Maiduguri are pictured below being served food with the help of a shovel.
 
This has attracted mixed reactions on the social media. Is this healthy? Is there no provision for a giant spoon to serve food?
