Hakeem Baba-Ahmed, national chairman of the Peoples Redemption Party, says President Bola Tinubu has failed.
He made the claim on a TV programme Today.
He said insecurity and hardship have got worse in the three and a half years Tinubu has been in office.
He also questioned reports that Tinubu will only campaign in a few places.
In his view, the president should speak to Nigerians directly and explain what his policies are doing.
Baba-Ahmed said the reforms have hurt ordinary people.
He said a tough decision is not always a good one.
He pointed to children who cannot go to school in areas hit by banditry and kidnapping.
He also said rising transport costs and insecurity make the government's claims of progress hard to believe.
He added that Tinubu will have to convince voters that another four years would improve their lives.
